The root of governing body and mind lies first in renewing through change - removing old habits and establishing new order, like when a dynasty changes, recasting the sacred vessels and refreshing the decrees 🌱. One must both gather and guard the subtle and secret, keeping the intricate gates and hinges closed, sealed without leakage; and also open and release the treasured radiance, at the proper time unfolding and letting the inner essence flow forth, like a sovereign opening the granaries to relieve the people - grace spreading everywhere without wasteful discharge.
The key pivot lies in grasping the handle of the Dipper - just as the handle of the Big Dipper governs the four seasons and orders the transformation of all things 🌿. When the inner hexagram lines stir, outer fortune and misfortune manifest accordingly; the five planets (the essence of the Five Phases) move with or against the order, responding to the seasons and resonating with them. Should the Twenty-eight Mansions operate perversely, then the ascent and descent of Heaven-Qi and Earth-Qi lose their balance, and yin and yang, high and low, fall out of accord. The Wenchang star governs and records, interrogating and censuring the ministers and officials - each department attends to its own duties, each office oversees its own domain - this evokes, through the strictness of celestial bureaucracy, the principle that in the body the essence, qi, and spirit each rests in its proper place and guards its proper measure.
The sun gathers the essence of the Five Phases, the moon receives the measure of the Six Pipes. Five and six multiplied give thirty degrees, completing the cycle of one month of thirty days; when the thirty degrees are finished, the cycle begins anew. From beginning to end, the thread of survival and perishing, rise and fall, runs unbroken. If the sovereign becomes arrogant and indulgent, overfull and contrary to the Dao; or if the ministers become perverse and flattering, their conduct straying from the proper path - then just as the moon's waxing and waning loses its proper measure, yin and yang go awry, and disaster and blame follow. The enforcer (by which is meant the inner awareness/conscience) will investigate and censure the faults, attributing the blame to the sovereign.
Conversely, if the Pole Star holds its rightful position - dwelling serenely like the North Star, unhurriedly letting the ministers each fulfill their functions to the fullest - then the halls of the bright court are unobstructed in governance, and the nation suffers no harm to life or way. The body and the state are ruled by the same principle; inner and outer rest in mutual peace ⛰️.
This chapter takes "the body and the state as one structure" as its central framework, using the way of sovereign and ministers in governance to illuminate the fundamental principle of inner alchemy practice (cultivation of nature and life): the heart as sovereign, the qi as ministers, the body as the state.
