Xun is wind, Xun above Xun below — two winds following each other, like a gentle breeze brushing across the earth 🌬, penetrating all things with a yielding and supple manner.
“Xun”: Small progress, favorable to have somewhere to go, favorable to see a great person.
The Xun hexagram symbolizes smooth entry, attaining modest success, favorable for undertaking ventures, and favorable for seeking instruction from a person of noble character and high station.
The Commentary says: Doubled Xun, to repeatedly announce commands. The gentleman harmonizes without conforming, yet Xun following Xun — that is the way of the petty person. It cannot be applied to anything, and thus is used only for repeatedly declaring commands.
The Commentary on the Decision says: Two stacked Xun winds represent the repeated proclamation of decrees. Gentlemen seek harmony but need not conform to one another; yet to be submissive again and again, to yield to submission in succession — that is the petty person's way of conducting themselves. Such unprincipled compliance is unacceptable in any matter, so it is fit only for repeatedly issuing commands.
Yet the firm line occupies the center and correct position, and its will prevails; the yielding lines all submit to the firm lines, therefore “small progress, favorable to have somewhere to go, favorable to see a great person.”
The firm line (the fifth from the bottom) employs its centered and correct virtue to enter people's hearts, and its aspirations are carried out; the yielding lines (at the beginning and in the fourth place) all obey the solid lines. Hence the text says: "makes small progress, advantage in having somewhere to go, advantage in seeing a great person.'
Su Shi's core insight: The separation of power and position
The key to the Xun hexagram lies in the lines at the beginning and in the fourth place. Although the second and fifth lines occupy the central positions of authority, actual power does not reside with them, hence it is said — “the firm line submits to the center and correct position, and its will prevails”: it must rely on the beginning the fourth lines to realize its aims. Though power rests with the beginning and fourth lines, they do not occupy the position of actual governance, hence it is said “the yielding lines all follow the firm lines, thus small progress follows”: the yielding lines must defer to the second and fifth firm lines before prosperity occurs. “Favorable to have somewhere to go” pertains to being employed by the second and fifth lines; “favorable to see a great person” means visiting the lord in the fifth place. One who holds real power yet lacks formal rank — who but a person of such virtue can truly accommodate them?
The Image says: Wind following wind: Xun. The gentleman thus repeatedly announces his commands and carries out his affairs.
The Image Commentary says: Wind following wind constitutes the image of Xun. In accordance with this, the gentleman repeatedly proclaims instructions and regulations before acting on them.
“To announce” means to repeat; two winds following upon one another is called “wind following wind,” an image of repeatedly issuing decrees. In antiquity, those who promulgated orders invariably proclaimed them repeatedly, after which their affairs could be implemented.
The Image says: “Advancing and retreating,” the will is in doubt; “advantage in the warrior's steadfastness,” the will is brought to order.
Su Shi's Commentary: The initial six has real power but holds no official post — this is precisely the source of anxiety for the second and third from the bottom; hence the initial six itself harbors doubt, hesitating between advancing and retreating. A petty person who wields authority is called in the Book of Changes a “warrior.” A warrior who relies on force and is disloyal to his ruler reveals a disordered mind; once he is brought to order, he finds his advantage in loyalty to the sovereign.

He knows that power resides in the initial line, hence “Xun beneath the bed” — bending beneath the couch, lowering himself to seek the cooperation of the initial six. The initial six is a warrior, in a state of hesitation; I humble myself to seek their assistance, and those who come to request are many and mixed, while the one sought after shows little enthusiasm to exert themself. This is like offering to the spirits in sacrifice the representatives who manage the rites for salvation — the intention is to seek blessings from the spirits.
